Inside AI Briefing Session 4: Transatlantic AI—Cooperation, Resilience Strategies, and Strategic Perspectives
Few technologies are reshaping the transatlantic relationship as profoundly as artificial intelligence. AI has evolved from a technological innovation into a strategic asset. Its development and deployment increasingly influence economic competitiveness, industrial policy, national security, and technological leadership. The United States and Europe remain deeply interconnected through research, investment, cloud infrastructure, semiconductors, and AI talent. Yet, both sides pursue different regulatory models and strategic priorities.
For Germany and the European Union, this creates a strategic balancing act. On the one hand, the United States gains access to Europe’s industrial application expertise, regulatory know-how, and a large, high-purchasing-power single market; Europe gains access to critical technologies, compute capacity, and investment. On the other hand, the EU seeks to strengthen its own technological capabilities, reduce strategic dependencies, and ensure that European values and interests are reflected in the development and governance of AI.
Against this backdrop, the fourth session of the Inside AI Briefings explores the future of transatlantic AI cooperation. Together with leading experts from government, industry, and academia, the session will focus on how Germany and Europe can leverage transatlantic partnerships to strengthen innovation, competitiveness, and technological resilience while shaping common approaches to AI governance.
Among the questions to be explored are:
Where do transatlantic interests converge and where are strategic differences becoming more pronounced?
How can cooperation on AI infrastructure, investment, and standards enhance innovation while maintaining strategic autonomy?
How can Europe strengthen its AI sector while remaining an attractive partner for the United States?
How can cooperation on AI infrastructure, investment, and standards enhance innovation?
What should a long-term transatlantic AI partnership look like?
The format
The Inside AI Briefings, organized by Aspen Germany in cooperation with Amazon Web Services (AWS), are aimed at political decision-makers, ministry staff, and experts from think tanks and practice. The format is designed to provide orientation in a fast-moving and complex field. The briefings create a space where different perspectives come together and key developments can be assessed collectively.
Participants will have the opportunity to gain a well-grounded overview of the current state of AI infrastructure policy in Germany, to discuss open – including contentious – questions, to bring together perspectives from policy, practice, and research, and to develop ideas for a competitive and resilient AI infrastructure.
The coming years will determine whether Germany grows in significance as an AI location or becomes increasingly dependent on others. This session offers the opportunity to understand, examine and actively help shape these pivotal decisions.
