From November 2 to 7, 2025, the Aspen Institute Germany, in cooperation with the German Federal Foreign Office and the National Council of State Legislatures, is organizing a delegation trip for U.S. State Legislators to discuss challenges and opportunities of digital policy at the national and subnational levels. As emerging technologies like artificial intelligence and quantum computing become increasingly central to economic strength, national security, and everyday life, policy makers are working to identify policy gaps that both encourage productive use and mitigate potential harms. Issues such as the infrastructure demands of emerging technologies, cybersecurity, privacy, and the protection of minors and free speech online are key challenges to be further explored as both sides of the Atlantic work to balance innovation with regulation. This delegation trip will provide a valuable platform for exploring best practices and advancing effective policy solutions while strengthening the partnership between the United States and Germany. It will take the delegation to Berlin and Dresden.
