Exclusive Discussion with Oleg Ustenko “Financing the War: Russian Fossil Fuels”

On September 21st, 2022, Aspen Germany had the honor of hosting Oleg Ustenko, Economic Adviser to Ukrainian President Volodymyr Zelenskyy for an discussion on the topic “Financing the War: Russian Fossil Fuels”. Since the start of the full-scale invasion of Ukraine, the U.S. and the EU have imposed various economic sanctions against Russia. Despite these measures, Russia’s fossil fuel revenues doubled in the first 100 days of the war in Ukraine. It is evident that European energy sanctions against Russia are not effective. 
Oleg Ustenko is working with international partners, including the climate advocacy group Global Witness, to track Russian fossil fuels and advocate for a complete embargo on the import and trade to reduce Putin’s revenues. Dr. Stormy Mildner, Executive Director of the Aspen Institute Germany, moderated the discussion.
