On February 16, 2019, the Aspen Institute Germany in collaboration with Goethe University Frankfurt and Bonn University’s Center for International Security and Governance (CISG) hosted an official MSC 2019 Side Event in Munich on “Embedding Leadership: German Strategy in the Making.” After an introduction by Gunther Hellmann, Professor for Political Science at Goethe University Frankfurt, Niels Annen, Minister of State at the Federal Foreign Office, offered his thoughts on the changing context of Germany’s foreign and security policy. Subsequently, Charles Kupchan, Senior Fellow at the Council on Foreign Relations (CFR) and Professor of International Affairs at Georgetown University, François Heisbourg, Senior Advisor for Europe at the International Institute for Strategic Studies (IISS) and Special Advisor at the Paris-based Fondation pour la Recherche Stratégique, and Kiron Skinner, Director of Policy Planning at the U.S. Department of State, discussed general questions of security policy and strategy-making and how Germany’s security has changed in a European and global context. Daniela Schwarzer, Director of the German Council on Foreign Relations (DGAP), moderated the discussion.
