On January 24, 2019, the Aspen Institute Germany hosted a Brown Bag Lunch with Jennifer Zhu Scott, Founding Principle of Radian Partners, on the topic “China’s Tech Strategy: Priorities, Challenges, and Ties with Europe” in Berlin. China’s tech boom is creating a new superpower of tycoons and tinkerers. Companies like Alibaba, Baidu, Tencent, and Didi are redefining what it means to be a wired society. After a short input statement by Jennifer Zhu Scott and a response by Donata Hopfen, we discussed with all participants what expectations come with this boom and what effects this development has on social behavior and government control. Another topic was how China is thinking about Europe as a partner, a competitor and a market for tech and what comes next when China tries to take the lead in emerging technologies like artificial intelligence, blockchain and quantum computers. A particular focus was on IP security, property rights and a European digital policy.
